Gary, Indiana, was barely two decades old in 1910, a steel town the United States Steel Corporation had laid out on the Lake Michigan shore only in 1906. The company's Gary Works, with its blast furnaces and open hearth mills, drew thousands of workers from across Europe, the American South, and neighboring states, and the population climbed rapidly through the decade. Residents were proud of the new city's paved streets, its schools, and its plans for a downtown built around the steel plant's payroll. Labor tensions and crowded neighborhoods were already part of daily life, though the town's leaders promoted it as a model of modern industrial order.
