Arcadia, the seat of DeSoto County in southwest Florida, was in 1932 a town whose economy rested on cattle ranching, citrus groves, and the phosphate mining that had drawn workers to the Peace River country in earlier decades. The Great Depression had settled over the county by then, and the collapse of the Florida land boom in the 1920s had left many local banks and property owners badly strained. Cattle ranchers were still fighting the long campaign against the cattle tick, a federal and state effort that shaped how herds were raised and moved across the region. For residents, Arcadia was a rural market town where farm families, ranch hands, and merchants met on the courthouse square and along its main commercial streets.
