In 1908 Council Bluffs, Iowa, was a rail and freight town of several tens of thousands of people, with the Union Pacific's yards and shops occupying a large share of its working life. Railroad men, machinists, and freight handlers made up much of the workforce, and the city's wholesale houses and grain and livestock dealers served farm families across western Iowa. Streetcars carried residents to Lake Manawa, a lakeside resort south of town where summer crowds gathered for picnics, boating, and dances. Local politics ran mostly along Republican lines, as was common across Iowa at the time, and the city's civic life centered on its churches, lodges, and newspapers. Most people here would have known Council Bluffs as a railroad and river-crossing town, with Omaha only a short ride away across the Missouri.
