Osceola, the seat of Clarke County in south-central Iowa, was a small railroad and farm town in 1908, with its courthouse square serving as the center of county business. Clarke County's economy rested on corn, hogs, and cattle shipped out by rail, and the town's merchants, banks, and livery stables depended on farmers coming in on market days and court days. The courthouse square drew lawyers, jurors, and witnesses as well as shoppers, so the grounds around the county building were the public face of the community. Frederick J. Bandholtz made this wide view of the square in 1908, a time when Iowa towns of this size still measured their importance by their courthouses, depots, and downtown storefronts.
