In 1916 Council Bluffs, Iowa, was a river city of bluffs, rail yards, and farm trade, sitting across the Missouri from Omaha. The Union Pacific's operations still gave much of the town its work, and freight handlers, shop men, and clerks worked alongside grain and hog buyers who sold to farmers in the surrounding countryside. That year the Lincoln Highway, the first transcontinental automobile route, was winding through town, so local merchants were beginning to think about motorists as well as wagons and trains. Politics were busy as well, since the 1916 presidential campaign drew crowds to halls and street corners. Residents would have known Council Bluffs as a crossing point between Iowa and Nebraska, where the railroad and the river still set the rhythm of daily life.
