The caption card names Theodore Roosevelt Jr., the eldest son of President Theodore Roosevelt. He went on to a long public career that included service in the Army during the First World War, a term as governor of Puerto Rico, a post as governor-general of the Philippines, and a stint as assistant secretary of the Navy. The record gives no date, and the title comes from caption data the Bain News Service recorded without verification, so the identification should be read as a working attribution. Glass negatives like this one were a common format for news photographers of the period.
