Hartford in 1909 was a city of nearly a hundred thousand people whose industrial reputation rested partly on boilers and the engineers who inspected them. The Hartford Steam Boiler Inspection and Insurance Company, founded there in 1866, sent inspectors into factories across the country to test the pressure vessels that powered mills and shops, and its reports made the city a quiet center of industrial safety. Up the hill from the river, Asylum Hill held the large brick houses of manufacturers and merchants, while workers streamed toward the day shift on the streets below. Church steeples and smokestacks competed for space along the skyline, and residents measured their city by how much steam and steel its plants could produce.
