Hartford in 1909 was a river city of close to a hundred thousand people, with its downtown rising from the west bank of the Connecticut River. The Old State House, finished in 1796 and one of the oldest public buildings in the state, still stood near the center of town, a reminder that Hartford had been a seat of government long before the present capitol was built. Local memory also kept the Charter Oak alive, the great tree where colonists were said to have hidden the royal charter in 1687, though a storm brought it down in 1856. Residents who looked out over the rooftops from the heights could see a city that had grown up around the river's trade and its government offices.
