The title names Rep. John J. Boyland of New York and a proposal to clear out a particular section, and the record notes it was made in February 1926, during a period when Congress often debated how to redevelop or clean up older urban districts. The National Photo Company, a Washington, D.C., firm that supplied news pictures to newspapers and magazines, made this image on glass, a fragile medium that was common for press work in the 1920s. Its record also notes streaks and blemishes from deterioration of the original coating, so the picture may look faded or uneven in places. Those flaws are part of its physical history and are worth noticing alongside the subject.
