An office portrait of Rep. John C. Schafer, though the record notes that this identification is unverified and comes from the negative sleeve. The National Photo Company produced a large body of Washington images in the 1910s and 1920s, covering lawmakers, officials and government buildings for newspapers and public use. Its glass negatives were coated by hand, and this one shows streaks and blemishes from the gradual breakdown of the original coating, a physical reminder of the plate's age.
