Rather than a photograph, this is a perspective rendering, a drawing of the Library of Congress reproduced by heliotype, a photomechanical process that allowed architects and publishers to make many copies of a design. Renderings like this showed a building as a viewer would see it, helping clients and the public picture a structure before or during its construction. The Library's main building, the Thomas Jefferson Building, was erected in the 1890s and opened in 1897 in an ornate Beaux-Arts style, so drawings from that period document one of Washington's most lavish civic projects.
