St. Thomas in 1922 was less than five years into its life as a United States possession. The Danish West Indies had been transferred to American control in 1917, and the Navy ran the islands' government until civilian administration came in 1931. Charlotte Amalie's deep, sheltered harbor drew steamships for coaling, supplies, and mail, so shipping and the waterfront trade shaped daily life more than the old sugar estates that had declined over the previous decades. Residents still lived by Danish street names and Danish-built stone houses climbing the hillsides above the bay, while newer American officials and businessmen brought changes in language, law, and money. For islanders, the harbor and the question of what the American takeover would mean for jobs and rights were the matters that counted most.
