This glass negative is labeled with a name and office rather than a scene: W.M. Williams, secretary, in Houston. The National Photo Company, a Washington, D.C., firm active in the early twentieth century, produced many pictures of people and places across the country, and its plates were often captioned on the negative or its sleeve, as this one was. The date of 1919 or 1920 is an estimate based on neighboring negatives in the same range, and the record does not say which organization Williams served. Herbert A. French gave the plate to the Library of Congress in 1947, and its surface shows streaks and blemishes from the gradual deterioration of the original coating.
