David F. Houston appears here as a solid black profile, one of twelve silhouette pictures the National Photo Company made of the president and cabinet in March 1920. Houston had led the Department of Agriculture under Woodrow Wilson and moved to the Treasury early that year, so the portrait captures a cabinet officer near the end of Wilson's second term, when the administration was facing postwar economic strain. Silhouettes were a simple, distinctive way to present officials, and this glass negative may show the streaks and blemishes that come with the aging of its original coating.
