A handover at the Department of Agriculture is the subject here: outgoing Secretary David F. Houston stands with his successor, Edwin T. Meredith, on February 2, 1920. Houston had led the department since 1913 under President Wilson and was soon to move to the Treasury, while Meredith, a Des Moines newspaper and farm-magazine publisher, took over the department's top post. The National Photo Company, a Washington studio that documented officials and events in the capital, made the glass negative. Its pairing of two cabinet men at the moment of transition gives the image its value as a record of a change in leadership.
