This portrait is catalogued under the names James B. Payne, Moreven Thompson, a "Secty. Houston" notation whose meaning is unclear, and Senator Saulsbury, who was probably Delaware's Willard Saulsbury Jr., a U.S. senator from 1916 to 1921. The National Photo Company, which worked mainly in Washington, D.C., from the early 1900s into the 1920s, made many such pictures of officials and public figures, and its glass negatives document the capital's public life of that period. The negative shows faint streaks and blemishes from the deterioration of its original coating, which are worth noticing when you look at the image.
