Although this picture sits on a board of Houston views, its subject is David Franklin Houston, a cabinet officer whose surname matches the Texas city. The caption says President Wilson moved him from the Department of Agriculture, where he had served since 1913, to the Treasury, and that he was photographed at his desk there on the day of the announcement. That placed him in charge of federal finances in the last year of Wilson's administration. The desk portrait is a typical record of a cabinet appointment, made for the press when officials changed posts.
