Cedar Falls, Iowa, in 1907 was a river town of mills and schools on the Cedar River, across from its larger neighbor Waterloo. Water power from the river's falls had long drawn milling and manufacturing to the site, and the town's economy also leaned on farm trade from the surrounding Black Hawk County countryside. Its best-known institution was the Iowa State Normal School, founded in 1876 to train teachers, which gave the town a large share of its student population and a reputation for education. Waterloo's meatpacking and manufacturing plants drew workers across the river, tying the two communities together by rail and streetcar. Residents of the period would have known Cedar Falls first as a quiet college town with a working river at its heart.
