Philadelphia in 1916 was one of the largest industrial cities in the United States, with more than a million and a half residents and factories producing textiles, locomotives at Baldwin Locomotive Works, and ships at the Cramp yards. That spring, Woodrow Wilson, seeking reelection that fall, spoke in the shadow of Independence Hall as the nation argued over military preparedness while war raged in Europe. Many local residents took pride in the square as the birthplace of the Declaration of Independence, so a president addressing a crowd there carried symbolic weight. The visit drew large crowds from the city's neighborhoods and the surrounding counties, and the debate over preparedness would soon shape national politics.
