Public Square in Cleveland, Ohio, in 1916 sat at the center of a city that had passed half a million residents by 1910 and was still growing. Factories along the Cuyahoga River and the lakefront produced steel, machinery, and electrical equipment, and orders from Europe, though the United States remained neutral, were beginning to keep many mills busy. Downtown merchants and bankers were raising larger office buildings around the Square, and the city's 1903 Group Plan had already imagined a grand civic mall there. Clevelanders of the day would have known the Square as the place where the city's commerce and public life met.
