Gordon Park, on Cleveland's lakefront along Lake Erie, was photographed in 1917, the year the United States entered the First World War. Cleveland was then one of the country's major industrial cities, with steel mills, oil refining tied to Standard Oil, machine shops, and lake freighters carrying ore and coal through the port. The city had grown rapidly over the previous two decades, and many of its residents were recent immigrants or the children of immigrants who worked in the mills and factories. Public parks along the lake gave working families a rare open space to walk, picnic, and escape the smoke of the industrial valley. Wartime production and the spring 1917 declaration of war were beginning to reshape the city's labor market and civic life.
