Cleveland in 1913 was one of the largest industrial cities in the United States, with its economy built on iron and steel, oil refining, shipbuilding, and the freight that moved through its Lake Erie harbor. John D. Rockefeller's Standard Oil had its roots in the city, and the Cuyahoga River valley below the downtown bluff was lined with mills, foundries, and rail yards. The population had passed 600,000 by the early 1910s, drawing large numbers of immigrants from Central and Southern Europe who worked in the mills and settled in neighborhoods on the east and west sides. The city was also in the middle of a civic reform era, having recently adopted a new charter and building the Group Plan around a monumental civic center on the Mall. This view of the Western Reserve captures a city at the height of its manufacturing growth, just before the wartime demands of 1917 pushed production higher still.
