In 1913 Columbus was the Ohio state capital, a city of roughly 180,000 people with a growing base of manufacturing along its rail lines. Its factories turned out buggies, castings and machinery, and the rail yards linked it to markets across the Midwest. That March, the Scioto and Olentangy rivers overran their banks and flooded much of downtown, forcing many families from their homes, and the cleanup was still fresh in people's minds. Educators and civic leaders who gathered in the city that year were debating schools in a state that had long argued over public instruction, with the statehouse and the growing Ohio State University campus both standing as reminders of the institutions at stake.
