Cleveland, Ohio, in 1913 was a booming industrial city of nearly 600,000 people, and its core clustered around Public Square and the Cuyahoga River. Steel, oil refining, and shipping drove the economy, with iron ore and coal moving through the Lake Erie docks while railroads carried finished goods across the Midwest. Euclid Avenue, lined with mansions of families tied to Standard Oil, was the city's showpiece boulevard, and electric streetcars radiated from the square in every direction. Under a reform-minded city government led by Mayor Newton D. Baker, residents took pride in their growth and in the civic improvements that followed the reform era of Tom L. Johnson.
