Independence Square in Philadelphia, Pennsylvania, in 1917 was the open ground around Independence Hall, where the Declaration of Independence and the Constitution had been adopted. The city was then one of the largest industrial centers in the country, with mills, machine shops, and the Baldwin Locomotive Works turning out engines for railroads at home and abroad, and it had roughly 1.5 million residents by the 1910 census. The United States had entered the First World War in April 1917, and that spring and summer Philadelphians took part in Liberty Loan drives, buying war bonds at rallies and in the streets near the old state house. For many residents the square was less a tourist site than a civic gathering place, used for patriotic events, public speeches, and the ordinary foot traffic of a dense downtown.
