Waukegan, Illinois, in 1908 was the county seat of Lake County and a small industrial city on the western shore of Lake Michigan, about 35 miles north of Chicago. Its harbor let lake steamers and schooners carry lumber, coal, and manufactured goods, while rail lines running south toward Chicago tied the town to wider markets. Local factories and the businesses along its commercial streets gave the city its working character, and residents would have known it as a lakeside town shaped by shipping, rail traffic, and county government. The bird's-eye view shows the town as a dense grid of streets, church spires, and rooftops set between the lake and the open farmland to the west.
