Rather than a scene of ballots or battlefields, this print presents the Radical Party as a heavy load on a steep "grade," a metaphor that makes its political difficulties clear at a glance. It was issued by Currier & Ives, the New York firm that produced large numbers of popular political cartoons, and it was drawn by J.M. Ives and worked on stone by Cameron. The date places it in 1868, when the Radical Republicans were pushing Reconstruction policy and fighting over the impeachment of President Andrew Johnson, so the image reads as a comment on the faction's hard climb during that contest.
