Titled *Reading the Emancipation Proclamation*, this steel engraving was designed by H.W. Herrick and engraved by J.W. Watts, and it was issued around 1864 in Hartford, Connecticut, by S.A. Peters and Co. It accompanied a pamphlet of the proclamation published by Lucius Stebbins, whose copyright entry was recorded in the District Court of Connecticut. Lincoln's proclamation, which declared enslaved people in Confederate-held territory free, took effect on January 1, 1863, so the pamphlet's "1864" date is an error the record marks as [sic]. Illustrated prints like this helped carry the document's wording to Northern audiences during the war.
