Monroe, in Orange County, New York, was a small village in 1923 whose economy rested mainly on the surrounding farms, where dairy herds, hay, and market produce went to the towns and railroad depots of the lower Hudson Valley. The Erie Railroad's main line ran through the county, giving local farmers and merchants a direct link to New York City markets and carrying in coal, lumber, and manufactured goods. By the early 1920s automobiles and improved county roads were beginning to change daily life, bringing more trips to town for shopping and church, and loosening the old dependence on horses and wagons. Residents of the village would have known Monroe as a quiet farming community set among the hills and lakes of the region, a place where civic life centered on the village government, its schools, and its churches.
