Cairo, Illinois, sat at the meeting point of the Ohio and Mississippi rivers in 1913, and its fortunes depended on those waters. River steamboats, grain and timber trade, and the Illinois Central rail lines all passed through the town. That winter, the great flood of early 1913 pushed both rivers to record heights, and the low ground behind the levees, much of it farmland organized into drainage districts, filled with standing water. A flooded drainage district like the one shown here was a daily concern for landowners and levee commissioners, who had to decide how long the water would stay and how to pump it out. Residents of Cairo knew their town as a river city that lived with the threat of high water.
