The record titles this view a chemical laboratory of the Dilution Division in the Department of Agriculture's Bureau of Agricultural Chemistry. The bureau, renamed the Bureau of Chemistry in 1927, enforced the Pure Food and Drug Act of 1906 by testing foods and drugs for adulteration, so laboratory work like this sat at the center of federal consumer protection. The National Photo Company, a Washington firm that documented the capital in the early twentieth century, dates its negative to between 1918 and 1921. The glass shows streaks and blemishes from deterioration of its original coating.
