The title on this glass negative names the Women's Bureau, a federal agency that Congress established within the Department of Labor in 1920 to address the welfare of working women. The National Photo Company, which operated in Washington, D.C., in the early twentieth century, documented government offices, officials and city life, so the image likely belongs to that effort. The title came from the company's own notes and has not been independently verified, and the streaks across the glass come from natural deterioration of the original coating rather than from the scene itself.
