An engraver at the Bureau of Engraving and Printing in Washington, D.C., works by hand on a steel plate, the meticulous craft behind the nation's paper currency and postage stamps. The National Photo Company, a commercial studio active in the capital in the early twentieth century, left a large body of glass negatives showing government buildings, workers and city life, and this one falls in the 1909 to 1920 range of its surviving negatives. The title comes from the company's own notation, which has not been independently verified, and the glass shows streaks and blemishes from the natural breakdown of its original coating.
