Fort Rock, Oregon, in 1911 sat in the Fort Rock Valley of Lake County, a high, dry basin of sagebrush on the eastern side of the Cascades. The tuff ring that gives the place its name was a landmark that homesteaders and travelers had long used to find their way across the flat country. The region was in the middle of a land rush, as families filed claims under federal homestead laws and tried to make a living from dry farming and cattle and sheep ranching. Water was the constant problem, and neighbors who could not count on wells or rain often measured their chances against the seasons. Railroads were pushing into central Oregon at the same time, and towns farther north and west were drawing the trade that a remote valley like this one depended on.
