Prineville, the seat of Crook County in central Oregon, sat in 1910 at the heart of the Ochoco Valley, where Ochoco Creek watered hay meadows, grain fields, and orchards. Cattle and sheep ranching drove much of the local economy, and the town's merchants supplied ranch families who came in from the surrounding high desert. Railroad building was reshaping the region that year, as lines pushed into central Oregon and promised farmers and stockmen cheaper freight to Portland and beyond. Residents of the valley knew Prineville as a county town of courthouses, stores, and churches, and as a community still weighing how far irrigation and rail would carry its growth.
