Albany in 1911 was a city of roughly 100,000 people, and the 1910 census had just counted it above that mark. State government remained its largest employer, and the legislature and the state departments set the rhythm of downtown, with clerks, lobbyists, and printers crowding the streets around the Capitol hill. Railroad passenger service and the Hudson River steamboats still carried travelers to New York City, and the trolley network moved workers between the waterfront and the outlying neighborhoods. Albany residents of that day knew their city as the place where the state's laws were written and where the river trade met the rail lines, a combination that gave it a steady, if less dramatic, pace than the industrial towns nearby.
