The pairing of Franklin D. Roosevelt and Robert E. Hannegan gives this cartoon its focus. Hannegan had become chairman of the Democratic National Committee in July 1944, shortly before the party's convention in Chicago, where he helped steer the vice-presidential choice toward Harry S. Truman. The drawing, titled "Catching up on local news," is dated August 19, 1944, and was probably published in the Washington Star. It comes from the wartime campaign season, when the president was seeking a fourth term, and it shows the sharp, commentary-driven style of American political cartooning of that period.
