Spring Lake, a summer resort on the Monmouth County shore of New Jersey, hosted the governors of many states in August 1911, when they met there for the national governors' conference. The town had grown up around the seaside hotels and cottages that the railroad brought within easy reach of Philadelphia and New York, and its economy rested on the summer trade of visitors who stayed through the season. In 1911 the Progressive Era was reshaping state government, and governors were debating matters such as workers' compensation, regulation of corporations, and the management of state resources. For the men assembled on the lawn, the meeting was a chance to compare how their states handled these problems, and for local residents it was a rare moment when the quiet resort drew national attention.
