Wellfleet, on the outer arm of Cape Cod, is the place this bird's-eye view appears to depict, and the picture reflects a time when the town's livelihood rested on the sea. In the late nineteenth century, shellfishing in the harbor, coastal schooner trade, and cod and mackerel fishing supported many households, and Wellfleet oysters already had a reputation along the eastern seaboard. Rail service reaching the Cape in the 1870s began to bring summer visitors and freight into a community that had long looked to the water rather than the road. Local government ran through the annual town meeting, as was common across Massachusetts, and residents would have recognized the harbor, wharves, and scattered village streets as the core of their working world.
