A large electric locomotive shares this frame with Congressman J.C. Schafer, the figure named in the title, which the National Photo Company wrote on the negative sleeve without independent verification. The company was a Washington, D.C., firm whose staff produced news and publicity pictures of officials, buildings and new machinery in the 1920s, so the pairing probably reflects a press visit or demonstration. Electric locomotives of this era hauled heavy trains through tunnels and steep grades where steam engines fouled the air. The streaks and blemishes visible on the glass come from age in the original coatings.
