A joint congressional committee met on December 5, 1923, just days after the 68th Congress opened its first session in Washington. The National Photo Company, a studio that documented officials, buildings and public events in the capital during the 1910s and 1920s, made this glass negative, preserving a working-committee moment that rarely reached newspapers. The glass shows streaks and blemishes from the gradual breakdown of its original coating, a common condition in negatives of this age. The title comes from the studio's own notes and has not been independently verified.
