The title page carries the full heading of James Stephen's 1805 London pamphlet, *War in Disguise*, which took up the trade disputes of the Napoleonic wars. Stephen, a lawyer who later became a prominent figure in the campaign against the slave trade, argued that neutral ships, especially American vessels, were carrying goods on France's behalf, a practice Britain's navy sought to stop. The page offers a compact view of how that quarrel over neutral rights was argued in print at the time.
