A London police officer is shown taking a woman into custody in this October 1913 photograph, one of the many arrests made during the militant phase of the British women's suffrage campaign. By that year, members of the Women's Social and Political Union were breaking windows, setting fires, and staging hunger strikes in prison, and the government responded with the Prisoners (Temporary Discharge for Ill Health) Act, known as the "Cat and Mouse" Act, which allowed weakened prisoners to be released and later re-arrested. The picture comes from the George Grantham Bain Collection, whose New York news photographers covered such confrontations for American readers.
