Fullerton, in northern Orange County, California, was a young town in 1910, having been laid out by the Pacific Land Improvement Company in the late 1880s along the Santa Fe Railway line. Its economy rested on citrus, walnuts, and the packing and shipping of fruit by rail, and the surrounding flats and slopes were planted in orchards that supplied growers and a steady flow of new residents. Orange County had only been separated from Los Angeles County in 1889, so local government and civic life were still taking shape, with churches, schools, and merchant associations playing a large role in community affairs. The hills rising beyond the town's edge were then mostly open ground and groves, land that buyers were beginning to view as building sites for homes with a view of the valley below.
