Douglas, Arizona, in 1909 was a young copper smelting town in Cochise County, built around the large smelter that the Phelps Dodge company had opened there in 1902. The smelter drew workers from Mexico, the eastern United States, and Europe, and the town sat just north of the international border with Agua Prieta, Sonora, linked by a busy traffic of railroad men, merchants, and ranch hands. The El Paso and Southwestern Railroad ran through the town and carried ore, copper bullion, and freight, making the rail yards and smelter stacks the center of daily life. Douglas had incorporated only a few years earlier, and residents were still raising schools, churches, and the brick business blocks that would define its downtown. Arizona was not yet a state, having been admitted in 1912, so local politics in 1909 still revolved around territorial matters and the demands of a mining economy.
