Visitors in this photograph are working their way up the narrow interior stairway inside the statue's head toward the observation platform in the crown, a climb that puts them close to the iron framework behind the copper skin. The crown's seven rays and its windows were a reason many visitors made the trip, and by the 1940s the monument had been under federal care for more than a decade. The picture's approximate date places it during the Second World War, when tourism to the statue was modest but steady.
