A glass negative dated July 6, 1921, carries the title "Wm. Miller Collier," though the Library of Congress notes that the title and date come from unverified labels written by the National Photo Company. The company was a Washington, D.C., studio whose work in the early twentieth century recorded the city's people, streets, and events, and this plate came to the Library in 1947 as a gift from Herbert A. French. Glass plates of this age often show streaks and blemishes from the slow breakdown of their original coatings, so the marks on this negative are a sign of its age rather than of the scene itself.
