Few pictures in the board show a naval officer with an aide, so this portrait of Admiral Sims and his companion stands apart from the group's many street and event scenes. Sims had led United States naval forces in European waters during World War I and was a prominent voice in the postwar debates over naval reform. The National Photo Company, a Washington studio that documented officials and news events in the 1910s and 1920s, made the negative, which is on glass and shows the streaks and clouding typical of aged emulsions. The title and date come from the company's own notes and have not been independently verified.
