The caption states the stakes plainly: immigrants held at Ellis Island were to be sent back by the steamship company that had brought them. Under U.S. law from 1891, carriers paid for the return of passengers judged inadmissible, so lines had strong reason to screen travelers before they sailed. The halftone was reproduced from a photograph in *Quarantine Sketches*, a pamphlet the Maltine Co., a maker of malt tonics, issued as advertising, so a scene of detention was repurposed to sell a product.
