Roosevelt's second inaugural procession is the particular occasion here: the photograph shows him riding in a carriage up Pennsylvania Avenue on March 4, 1905, on the way to the Capitol for his swearing-in. He had won the 1904 election outright and was sworn in for a full term after succeeding William McKinley, who had been assassinated in 1901. The image comes from the George Grantham Bain collection, a large body of news photographs taken in Washington and New York in the early twentieth century, and it captures the ceremonial route that inaugural parades followed down the avenue to the Capitol.
